The present study was conducted with the aim of designing and validating the pre-divorce counseling intervention protocol based on the mechanism of "wisdom" in verse 35 of Surah Nisa. This study was conducted with a sequential exploratory mixed approach in two qualitative and quantitative phases. In the qualitative phase, the data extracted from the verse and seven authentic interpretations were analyzed using inductive qualitative content analysis and the primary conceptual framework was extracted. In the quantitative phase, the content validity of the designed framework was confirmed by the opinion of 9 experts in the field of family counseling and Islamic studies and the calculation of content validity indices (CVI, CVR). The findings led to the development of a structured protocol in five stages, including diagnostic evaluation, explanation of the role of judges, corrective intervention, ethical monitoring, and evaluation of consequences, which were explained in eleven operational steps. The results provide a coherent and applicable model in family counseling centers, and the experimental test of its effectiveness is suggested in future researches. با توجه به افزایش تعارضات زناشویی و روند فزاینده طلاق، توسعه مداخلات بومی و مبتنی بر مبانی اسلامی در حوزه مشاوره خانواده ضرورتی راهبردی است. پژوهش حاضر با هدف طراحی و اعتباریابی پروتکل مداخله‌ای مشاوره پیش از طلاق مبتنی بر سازوکار «حَکَمیت» در آیه ۳۵ سوره نساء انجام شد. این مطالعه با رویکرد آمیخته اکتشافی متوالی در دو فاز کیفی و کمی اجرا گردید. در فاز کیفی، داده‌های مستخرج از آیه و هفت تفسیر معتبر با استفاده از تحلیل محتوای کیفی استقرایی بررسی و چارچوب مفهومی اولیه استخراج شد. در فاز کمی، اعتبار محتوایی چارچوب طراحی‌شده با نظر ۹ نفر از خبرگان حوزه مشاوره خانواده و مطالعات اسلامی و محاسبه شاخص‌های روایی محتوایی (CVI, CVR) تأیید گردید. یافته‌ها منجر به تدوین پروتکل ساختاریافته در پنج مرحله شامل ارزیابی تشخیصی، تبیین نقش حَکَمین، مداخله اصلاحی، نظارت اخلاقی و ارزیابی پیامدها شد که در یازده گام عملیاتی تبیین گردید. نتایج، الگویی منسجم و قابل‌کاربست در مراکز مشاوره خانواده ارائه می‌کند و آزمون تجربی اثربخشی آن در پژوهش‌های آتی پیشنهاد می‌شود
